PRESENTATION OF THE FRANCE 2030 INVESTMENT PLAN

Published on : 19/10/2021

Emmanuel Macron has presented on October 12 the France 2030 investment plan. Among the 10 objectives, " better nourish "2 billion for healthy, sustainable and traceable food. The introductory video of the plan positions France as the world champion of sustainable food, citing canning as one of the great French innovations alongside the TGV, the artificial heart and the cinema. The President of the Republic indicated that for him it is a sector at the confluence of all the tensions whose average basket is falling in France at a time when we must invest more. He therefore called for an acceleration of the agricultural and agri-food revolution in order for France to maintain its position in relation to the Chinese and American models. This revolution will require investment in disruptive technologies: robotics, data, genetic diversity, biosolutions and decarbonization.

Julien Denormandie, the Minister of Agriculture, specified, the same day, the budgetary envelope, specifying that 800 million will be released as part of the PIA 4 (Programme d'Investissement d'Avenir n°4) :

  • 1 billion (including €430 million from PIA 4) will be allocated to the " revolution in life and knowledge ". They will finance agro-ecological practices and innovative solutions related to digital technology, agro-robotics, genetics and innovation in the face of climate change.

  • 850 million (including 450 million from the PAI4) will be devoted to strengthening local food chains " for a diet conducive to health ". For example, research on ferments and intestinal microbiota or relocation and innovation in the territories.

  • 500 million will be earmarked to support " living entrepreneurs ", cooperatives, startups, SMEs and cooperatives and for the installation of young farmers.
